MANCHESTER TOWN BOARD-SPECIAL MEETING-JANUARY 11, 2018 – 4:30 P.M.

 

A Special Meeting of the Manchester Town Board was held tonight, January 11th, 4:30 p.m. at the Manchester Town Hall with the following members present:

                Jeffery Gallahan                                       Supervisor

                Kevin Blazey                                            Councilman

                Donald Miller, Jr.                                      Councilman

                David Phillips                                          Councilman           

                Jaylene Folkins                                        Councilwoman

OTHERS PRESENT: JoAnn Henry, Town Clerk;  William Murphy, Deputy Highway Superintendent; Kevin Lyke and Jeremy Whipple (Highway Employees).

CALL TO ORDER: Supervisor Gallahan called the January 11th Special Board meeting to order / opened at this time, 4:30 p.m.

Supervisor Gallahan read the Notice for the Special Meeting as follows:

The Manchester Town Board will hold a Special Meeting on Thursday, January 11th at 4:30 p.m. at the Manchester Town Hall for the purpose of appointing a person to each of the following positions temporarily to expire December 31, 2018:

–Highway Superintendent, Deputy Highway Superintendent and Water Superintendent for the Town of Manchester; and for Any Other Business to come before the Board

**The Notice was posted at the following locations: Port Gibson Post Office, Shortsville Post Office, Manchester Post Office, Bliss Shurfine, Tops Market in Clifton Springs, The Village Offices in Manchester, Shortsville and Clifton Springs, and at the Town Hall.

  

RESOLUTION #27 – APPROVAL OF APPOINTING JASON LANNON TO THE POSITION OF HIGHWAY SUPERINTENDENT (TEMPORARILY)

On motion of Councilman Phillips, seconded by Councilman Blazey, the following resolution was unanimously ADOPTED:

VOTE:                        AYES-5         NAYS-0

                                   

  WHEREAS, the Highway Superintendent position vacancy has occurred, due to the resignation of Wayne Holtz; and a replacement for that position has agreed to fill the temporary position at this time; therefore be it

   RESOLVED, to approve the appointment of Jason Lannon, 21 Ladue Avenue, Clifton Springs, to the position of Highway Superintendent for the Town of Manchester, temporarily through the remainder of the 2018 year, at a salary of $35,000/Annually; with no benefits, to begin as of January 15th, 2018; and be it

FURTHER RESOLVED, that Mr. Lannon will work for the Town in addition to his current full

time job at the Village of Clifton Springs, and that the job duties will be worked out with William Murphy.

Councilman Phillips: This is definitely a unique situation that we have all been put in, and all will hopefully work together to deal with it.

 

RESOLUTION #28 – APPROVAL OF APPOINTING WILLIAM MURPHY TO THE POSITION OF DEPUTY HIGHWAY SUPERINTENDENT

On motion of Councilman Phillips, seconded by Councilman Blazey, the following resolution was unanimously ADOPTED:

VOTE:                         AYES-5         NAYS-0

                                   

  RESOLVED, to approve the appointment of William Murphy to the position of Deputy Highway Superintendent for the Town of Manchester, through the remainder of the 2018 year, at an additional amount of $821.50/mo. for the additional responsibilities he will have, effective as of the adoption of this resolution for as long as this situation occurs.

 

RESOLUTION #29- APPROVAL OF APPOINTING WAYNE HOLTZ TO THE POSITION OF WATER SUPERINTENDENT

On motion of Councilman Phillips, seconded by Councilman Blazey, the following resolution was unanimously ADOPTED:

VOTE:                         AYES-5         NAYS-0

   WHEREAS, Wayne Holtz had resigned from his duties of Water Superintendent, dated 12-16-2017, and recd. 1-9-2018; and since that time, has agreed to fill in that position at this time to train William Murphy on required paperwork and procedures dealing with water & related issues; therefore, be it                        

  RESOLVED, to approve the appointment of Wayne Holtz to the position of Water Superintendent for the Town of Manchester, through the remainder of the 2018 year, at a pay rate of $500/month with no benefits, effective upon the adoption of this resolution.

 

Discussion was held regarding the Constable position request from Justice Denosky.

Supervisor Gallahan informed the Board that there are three (3) positions for Constable created and one of the existing Constables would have to resign prior to hiring anyone else. There were interested people to fill that position.

Councilman Blazey thought that Andrew Santel was going to resign, and if he does, one position would be vacant. Discussion continued.

 

RESOLUTION #30- APPROVAL OF APPOINTING CONSTABLE, PENDING COUNTY APPROVAL AND PENDING RESIGNATION OF EXISTING CONSTABLE IS RECEIVED  

On motion of Councilman Phillips, seconded by Councilman Blazey, the following resolution was unanimously ADOPTED:

VOTE:                        AYES-5         NAYS-0

WHEREAS, a Constable position would be available upon receiving a resignation from an existing Constable; and there has been a request to fill that position by Judge Denosky, and two candidates have submitted applications; therefore be it

  RESOLVED, that Matthew Calabrese is hereby approved for the appointment of Constable @ $14.63/hr. for the Town of Manchester, pending the County Approval is received; and be it

FURTHER RESOLVED, that this appointment is approved upon receipt of a resignation from one of the existing Constables.

 

–ADJOURNMENT: There was no other business before the Board at this time. Supervisor Gallahan moved to adjourn the meeting, 4:55 p.m., seconded by Councilman Phillips, unanimously APPROVED.
